The setting for the drama is the city of Vienna. The plot revolves around Angelo, the righteous deputy of the Duke of Vienna. Angelo has been empowered by the Duke to rule while he wanders disguised as a friar to investigate the moral decay of his dukedom. Taking custody of an archaic law against fornication to enforce his strict standards of morality, Angelo declares that all fornicators will be condemned to death.
One of the first victims of this law is Claudio , a young man who has had pre-marital sex with his fiancée. Claudio's sister Isabella comes to plead for her brother's life. Seeing Isabella, Angelo's lust is aroused and he uses his authority to bed Isabella. He puts the choice in front of her, it's her virtue or Claudio's life. Isabella threatens to expose him but is reminded that no one would believe her! Fortunately the Duke overhears this conversation. In the end, Angelo eventually ends up in the bed of Mariana, a woman from his past and Claudio is allowed to live happily ever after with his fiancée. The virtuous Isabella becomes the real victor as she ends up the Duke's bride.
